The powers in the first table may be used by all gods.

The powers in the second table may be used only by Primal Beings.

The powers in the last three tables may be used by the individual holding the specific Council Office: the Messenger of the Gods, the Sentinel of the Council, or the Judge of Heaven. Note that if the Council office is not filled, then some of these powers revert to different characters (as described in each power).


Common God Powers

Description: These powers and mana sources are available to all gods. These powers may never be placed into an artifact; they are available only to gods.

Era-End Mana Sources: Each demesne provides 5 mana, divided equally among all controllers (round fractions down)

Appeal Judgement (X): May only be used in the Hall of Doom after you have been declared outlaw by the Judge of Heaven. Your outlaw status is placed in suspension until the Great Council either confirms or denies the judgement. You must remain in the Hall of Doom until the Great Council upholds or overturns your judgement. Until then you may not be attacked by anyone; if you leave the Hall of Doom or attack anyone yourself, then your appeal is cancelled and your outlaw status reinstated. The Great Council cannot adjourn until they either uphold or overturn your judgement by a simple majority vote. If they overturn your judgement, you are not an outlaw and are free to go. If they uphold your judgement, you receive a special punishment which you cannot avoid in any way: you lose all mana, all of your artifacts are given to the Council, and you are instantly killed. [10 / 30 if you are a lesser god]
Witness Divine Oath (Nv): An oath made by the target god or celestial spirit in your presence is recorded as a divine oath. Record the oath in the Hall of Doom (or have a referee do it). If the target ever breaks the divine oath, she will lose 5 mana. Once the divine oath is broken it is gone and has no further effect; the target cannot break the same oath twice (though it is possible to swear the same oath again). This power may be used on the target simultaneously by many casters in order to strengthen the effects of the oath. [2 / 1 if you are in the Hall of Doom]
Grant Demesne (Nv/D): Only usable in a demesne you control. All other controllers (if any) must be present and must agree to the use of this power. Target god who is inside the demesne becomes an owner of the demesne, with all rights and privileges thereto pertaining. As an additional option, you or another controller can revoke your ownership of the demesne as long as at least one owner remains. [5]
Take Minion's Mana (N): Target god who is your minion must give you any amount of mana you desire, up to his full amount of mana. The toll still applies. [0]
Slay Minion (C): If your opponent is your minion, he is killed. [1]
Candidate (Ns): Use only in Era Omega. Use only if you are a greater god, possess a total of 8 sphere cards (unless you are a primal being), and control at least two full demesnes (a demesne which you share with other gods counts as an appropriate fraction of a demesne). You become a candidate for Supreme Deity. This status is recorded publicly in the Hall of Doom. [50 / 100 if you are a primal being]
Traitor (Ns): You have decided to abandon the other gods and throw in your lot with the demons. You are now a "demonic ally". Secretly inform a gamemaster of your new status. You need not tell other players of your status unless forced to do so by a power. You may not be attacked by any demon; the referees will secretly inform all demons of your new status. This power may cause (but does not compel) the demons to help you. However if you don't become Supreme Deity then you're screwed; see the rules for the Denouement. [2 if cast in Era Aleph / 5 if cast in Era Centrum / 10 if cast in Era Omega]
Build Demesne (H): Use only in the Silver City, Primeval Wilds, Underworld, or Void to build a demesne controlled by you. You may only use this power once. [5 / mana spent by a lesser god counts for half value when casting this power]
Create Sub-Race (Rc): Create a distinct sub-race or culture of an existing race. It is considered a separate race for all purposes, but has the same attributes as the original race (not including blessings/curses). New racial attributes cannot be added to the sub-race when you cast this power; they may only be added later as blessings/curses. The pantheon of the new race is split in equal shares between yourself and each of the creators of the original race. (If you were already in the original race's pantheon, then you receive two shares in the sub-race's pantheon.) [half of the cost of all powers used to create the original race, rounded up]
Migrate (Mc): Choose a compass direction or a target square. Target race which worships you will migrate in that direction at the beginning of the next century, following the behavior patterns of its cultural level. This migration order will be overriden if another god gives a different migration order before this occurs. [1]
Make War (M): Target race which worships you immediately delcares war on a bordering race which you name. [1]
Make Peace (Mv+): Target on a race which worships you. The next time target race goes to war, it will attempt to use diplomacy to stop the war. [1]
Armageddon (G): Use only in Era Omega. All races which worship you immediately declare war on all races which they border that do not worship you. These wars cannot be stopped by diplomacy or any other powers. [20]

Primal Being Powers

Description:These powers and mana sources are available to primal beings. These powers may never be placed into an artifact; they are available only to primal beings.

Mana Sources:Increase the mana received from all mana sources in the primal sphere by 25%

Primal Body (Ns): You gain five extra permanent hit points. This may only be cast once in the entire game. [1]
Transcend Death (Ns): If you are a dead spirit in the Underworld, you return to life and may leave the Underworld as a living god. Obviously, this power may be used even while you are dead. [5]
Primal Obliteration (X): If you are ever obliterated, then your primal sphere will cease to exist and a major paradigm change will affect all of Heaven and Earth. This power is automatic and costs no mana. See below for the list of effects. [0]
Build Inviolate Demesne (X): Build a demesne owned by you. It may not be shared with other gods. This demesne may never be attacked from the inside. It can thus never be taken over by another deity. If you are obliterated, your demesne is immediately destroyed; any characters in it at the time are killed, their souls sent to the Underworld; any artifacts in it at the time are destroyed. You may use either this power or the regular Build Demesne power, not both. You may only use this power once. [10] none

Council Office: Messenger of the Gods

Description: The Messenger of the Gods has the power to enter any locale in Heaven. It is his duty to actually carry word of Great Council meetings. If no god or celestial spirit holds this office, then these insidious powers become available to the demons of the Void.

Carry Summons (Ns): This power may (and must) be used if a god has summoned the Great Council and informed you to carry out your duties. In the next 10 minutes you must find every greater god and inform him of the time of the Council meeting. During this time you may enter or leave any locale without hindrance, may neither attack nor be attacked, and may neither use powers nor be the target of a power. This power ends either immediately after you inform the last greater god or after you have informed the last greater god and returned to the Hall of Doom, your choice. [If the Messenger of the Gods is dead or the office unfilled, this power may (in fact must) be used by the individual who summons the Great Council.] [0 / 10 if you are not actually the Messenger of the Gods]
Winged Boots (Ns): With each use of this power you may do one of the following: enter the Underworld, enter the Primal Wilds without encountering the Guardian Beast, or leave the Void. [If this office is unfilled, this power may be used by any demon.] [1]
Use the Back Door (Ns): You may enter a demesne without invitation. May not be used on others, though once inside you may invite others in (unless you are immediately attacked by someone inside). [If this office is unfilled, this power may be used by any demon.] [2]

Council Office: Sentinel of the Council

Description: The guardian of due process, the Sentinel's powers are only usable during meetings of the Great Council. It is his duty to maintain order and prevent misconduct. If the Sentinel is not present, then the gods of Chaos gain use of his powers, which easily lend themselves to abuse.

Count Votes (X): This power may only be used during a Great Council meeting. It is your responsibility to count votes of the Great Council and announce the results. You may not cheat on this! You must honestly count the votes. [If the Sentinel of the Council is dead, not present, or the office unfilled, this duty is handled by a referee.] [0]
Supress Trouble-Maker (N): Only usable in the Hall of Doom during a Great Council meeting. Target character who is not a greater god is frozen in place for the remainder of the Council meeting and may not speak, move, attack, be attacked, or use any power. [If the Sentinel of the Council is dead, not present, or the office unfilled, this power is available to any god with one or more cards in the sphere of Chaos.] [1]
Sergeant-at-Arms (N/X): Only usable in the Hall of Doom during a Great Council meeting. Challenge target character to an immediate duel. That character must accept. The Council meeting is held in abeyance and no one may enter or leave the Hall of Doom until the duel is complete. [If this office is unfilled, this power is available to any god with one or more cards in the sphere of Chaos.] [5 / 3 if you have the permission of the leader of the Council.]

Council Office: Judge of Heaven

Description: The Judge of Heaven holds the sole power to decide whether or not a character has broken the Council's laws. The use of many of the powers associated with the sphere of Fate and Justice depend on the decisions of this character. However, if there is no Judge of Heaven, then the most powerful god of Chaos usurps this power and can use it to his own benefit.

Interrogate (P): Target god or celestial spirit must truthfully answer two questions. The questions must be such that they can each be answered by a simple, short declarative sentences The questions may not concern the target's intentions or future plans, only factual information about the present or past. [1]
Pass Sentence (X): Only usable in the Hall of Doom. An individual whom you name is declared an outlaw. Record this in the records of the Hall of Doom. Then inform a gamemaster or designated referee of your verdict. If the gamemaster or referee agrees with your verdict, then the mana cost for this power is refunded. The gamemaster or referee may question other players first; this is out-of-character questioning and they must answer truthfully as players. [If this office is unfilled, this power may be used by the god who has the most cards in the sphere of Chaos.] [10]
Revoke Law (X): Remove one law of the Great Council from the law books. [If this office is unfilled, this power may be used by the god who has the most cards in the sphere of Chaos.] [20]
